Presidential Proclamation — To Modify the Harmonized Tariff Schedule of the United States and for Other Purposes

This is a lengthy proclamation that cites the 1988 Omnibus Trade and Competitiveness Act for the authority to review and modify the tariffs regulating trade with foreign countries (Harmonized Tariff Schedule). The detail of this proclamation is mind boggling, but ultimately it appears to be routine updating required by various provisions in trade agreements or new actions either by the president or Congress.

Several previous proclamations or executive orders are updated by this current action.

  • Uruguay
  • Australia
  • Morocco
  • Dominican Republic
  • Oman
  • Peru
  • Korea
  • Panama

A number of other broader regions such as Africa and Central America are included in this revision as well as the World Free Trade Organization.

It is beyond the scope of my intentions with this blog to examine all trade agreement details, so I will trust the changes in this proclamation are in accordance with various laws, orders, and trade agreements.
